里非雪长有一张幻想家，怪才，东方隐士的脸，是一位日常生活和行为有悖于社会常态的，一个饱览群书，哲思深刻的，”孤独求败“的智者。里在美国生活了九年，曾就读于加州艺术学院。2001年因父亲病危而回到中国。在陪伴父亲的三年时间里，里非雪开始了有关艺术岛计划的撰写，这是一个有关位于舟山群岛的十三个多元另类文化主题岛的计划。媒体曾对此给予报道，称里非雪为理想主义的梦想家，严肃娱乐的新人。
里非雪因早年发起嵊泗人民艺术运动而使他广为外界所知。当时，他颇具代表性的作品“不可实行的艺术计划“有浓重的理想色彩。在另外一件作品中他用未经混合的液体和食物等制作了一本透明的书，以此来表达历史的不可读性。里非雪研究哲学，宗教和科学，反对一切西方中心主义论调。他认为东方文明应在全球文明中占据更多的其应有的份额。
里的故事是一个关于乌托邦的纯粹理想国的一个梦。在中国当今社会一切以金钱为动力的现实中他显的孤立无助。他也十分清楚他所面对的处境。在他长达几十页的关于艺术岛的提案的结尾他提到做与不做没有本质区别，他说，"人类总有一天会向所有的一切告别...我们只是宇宙之梦的小小一部分，作为一个人，我希望我活在一种神志觉醒的佛的状态中，并不断的做好事... 相信我，另一个世界是可能的"。
该记录影像讨论的是现实世界的可能性，是关于我们是谁，我们将意欲何为，我们将成为谁，和我们应该有一什么样的梦想这样一个话题。项目历时两年，于近期完成。

ART ISLAND project

Li Fei Xue is an artist, philosopher who lives in Beijing. Regarded by many as a hermit, his daily life reflects that of an eccentric. But like many eccentrics, he may also be regarded as a visionary, a dreamer or a savant. He is constantly in pursuit of knowledge and higher thought and has thus led a solitary life. Li's early works were known as "the People's Art Movement", and "Unrealisable Art Projects", which were a highly utopian ideas illustrated in the form of conceptual documentation.
Li Fei Xue lived in the USA for 9 years, where he attended Calarts. Due to the serious illness of his father, he returned to China in 2001. In three years while caring for his father, Li wrote a proposal called ArtIS project. He has committed himself steadfastly to developing thirteen islands of the Zhoushan archipelago in east of China. He envisions each island with a different artistic theme, aiming to create a new multicultural and alternative culture on the islands. The media has widely publicised the project, describing him as an idealist and a dreamer. He declares his cultural vision to be a manifesto for the future. Entertainment, Li claims, can be a form of high culture.
ArtIS embodies Li's recurring themes of philosophy, religion and science. He is critical of the hegemony of western culture. He would like to see eastern modes of culture and thought more equal to those of the west.
His story is the dream of a utopian ideology. It is one that stands alone in contemporary Chinese society - a society where economic motives are the strongest. Li is extremely aware of his position within this system. At the end of his proposal for the ArtIS islands, Li pointed out that there is not so much difference between doing and not doing, because "we all must face the day of saying farewell to everything..."
By telling the story of the Li and ArtIS project, we discuss the issue of possibilities in our time, about our dreams, about who we are, what we want to do and what we want to be.
June 2006, the first project of ArtIS. - "the Mural Village" started at Tian Ao, Sheng Si. thus far, more then 60 mural paintings were painted by fishmen and comtemperary artist from Shanghai and Beijing.
